Wie sich die EU von Mrs. Nuland (vor-)führen lässt

Die EU spricht gern von „Autonomie“ und „Souveränität“. Doch gleichzeitig lässt sie sich immer enger von den USA einbinden. Nun verhandelt sie sogar mit einer berüchtigten US-Politikerin über Russland – und China.

Die Rede ist von V. Nuland. Die US-Diplomatin ist in Brüssel vor allem durch ihre Rolle bei der Einsetzung einer amerikatreuen Regierung in Kiew bekannt geworden – und durch ihre Liebe für die EU, die sie in einem berühmten Diktum zusammenfasste: „Fuck the EU“.*

Nun ist sie wieder da – als oberste Verhandlungsführerin für die transatlantische Russland-Strategie. Dies geht aus einem kaum beachteten Dokument hervor, das in der vergangenen Woche in Brüssel veröffentlicht wurde. Hier einige Auszüge:

The European Union and the United States held on Thursday in Washington, D.C., the first EU-U.S.High-Level Dialogue on Russia. Under Secretary of State for Political Affairs Victoria Nuland represented the United States and Deputy Secretary General for Political Affairs of the European External Action Service Enrique Mora represented the European Union.

This high-level meeting follows the commitments taken at the June 2021 U.S.-EU Summit, where both sides resolved to coordinate EU and U.S. policies and actions related to Russia. This inaugural session focused on EU and U.S. strategic objectives and policy coordination aimed at ending Russia’s war of aggression against Ukraine.

Die EU hat sich also auf eine „strategische Koordinierung“ eingelassen – mit dem Ziel, „Russlands Aggressionskrieg gegen die Ukraine“ zu beenden. Dabei geht es natürlich auch um Sanktionen, die beide Seiten nach Angaben von Kanzler Scholz schon „seit Monaten“ planen – also lange vor Kriegsbeginn.

Diese Sanktionen, so heißt es in der Erklärung vom 30. März (also noch vor den Gräueltaten von Butscha), sollen weiter verschärft werden. Zitat:

Under Secretary Nuland and Deputy Secretary General Mora welcomed the coordination between the United States and the European Union in implementing unprecedented sanctions and export control measures in response to Russia’s aggression and discussed continued close cooperation in coordination with the G7 to ensure stringent implementation of these measures. They also discussed additional steps to isolate Russia further from the U.S. and EU economies and the international financial system to impose severe costs on Russia for its actions.

Bemerkenswert ist, dass die Sanktionen für sich stehen, ohne eine dazugehörige Strategie. Daraus kann man schließen, dass sie ein Selbstzweck sind – aber auch, dass sie für umstrittene Ziele wie einen „regime Change“ in Russland eingesetzt werden können. Die letzten Äußerungen von US-Präsident Biden deuten in diese Richtung – Frau Nuland hätte damit gewiß keine Probleme.

Auch China bekommt sein Fett weg:

They underlined the importance of insisting that China supports an immediate end to hostilities, the establishment of humanitarian corridors, and preventing any risks of further escalation. They also underscored that they will continue to urge China not to circumvent nor undermine sanctions against Russia, and not to provide any form of support to Russia’s aggression against Ukraine.

Mit anderen Worten: Die EU lässt sich nicht nur bei ihrer Russland-Politik hineinreden, sondern auch bei China. Und das von einer Frau, die hinreichend deutlich gemacht hat, welch hohe Meinung sie von der EU hat…

P.S. Die für Europa entscheidende Frage – eine neue europäische Sicherheitsordnung – wird in dem Dokument nicht erwähnt. Will die EU das etwa nur den USA überlassen?

* Mrs. Nuland ist mit ihrer Bemerkung in die Geschichte eingegangen. Doch wie so vieles, wird auch diese Geschichte heute schon wieder geleugnet. Deshalb hier ein Auszug aus Wikipedia (Hervorhebungen von mir):

On February 4, 2014, a recording of a phone call between Nuland and U.S. ambassador to Ukraine, Geoffrey Pyatt, on January 28, 2014, was published on YouTube.[22] [23][24][25][26][27] In their phone conversation, Nuland and Pyatt discussed who should join a unity government that they had agreed to with the Ukrainian President Viktor Yanukovych. Nuland notified Pyatt Arseniy Yatsenyuk should become the next Prime Minister of Ukraine, while Vitali Klitschko and Oleh Tyahnybokshould remain out of the government, the former because of his lack of political experience and the latter because of its radical political ideology. Nuland told Pyatt that the next step should be to set up a telephone conversation between her and the three Ukrainian candidates. Pyatt agreed: „I think you reaching out directly to him helps with the personality management among the three and it gives you also a chance to move fast on all this stuff and put us behind it“.[23][24]

They also discussed that the EU would not commit to mediate, with Nuland adding „Fuck the EU.“ A spokeswoman for EU foreign-policy chief Catherine Ashton stated that the EU would not comment on a „leaked alleged“ conversation.[27] The following day, Christiane Wirtz, Deputy Government Spokesperson and Deputy Head of the Press and Information Office of the German Federal Government, stated that German Chancellor Angela Merkel termed Nuland’s remark „absolutely unacceptable.“[28] The president of the European CouncilHerman Van Rompuy, condemned the remark as „unacceptable“.[29][30] Department of State spokesperson Jen Psaki said the discussion was not evidence of any American plan to influence the political outcome, remarking that „It shouldn’t be a surprise that at any point there have been discussions about recent events and offers and what is happening on the ground“.[31]
