European Union first
Ein Plädoyer für den Freihandel will Kanzlerin Merkel bei ihrem ersten Treffen mit US-Präsident Trump abgegeben. Doch das reicht nicht. Denn auch in Europa sind Protektionismus und Nationalismus auf dem Vormarsch. – Ein Gastkommentar.

The world needs the European Union now more than ever. Despite recent crises and the hard blow dealt by the Brexit vote, the EU may well be the world’s best line of defense against today’s most serious threats: isolationism, protectionism, nationalism, and extremism in all forms, all of which are once again growing in Europe and beyond.
The key to enabling the EU to meet this potential – to save itself and the world from catastrophe – is for member states urgently to adopt a “European Union first” mantra.
Unlike the “America first” credo embraced by US President Donald Trump, such a mantra would not be an exercise in damaging unilateralism.
On the contrary, it would compel member states’ governments to look beyond narrow national interest, defend openness and multilateralism, and confront head-on the exclusionary political forces that have lately been gaining ground.
It would drive member states to consolidate the EU, thereby enabling it to overcome the challenges it faces and help preserve the international order.
That order is neither an inessential accessory nor a post-war relic. It has supported global prosperity and stability for 70 years.
We need it – together with the multilateralism on which it is built – to confront many of the economic, environmental, and strategic challenges we now face, challenges that cannot be addressed at the national level.

Was ist dabei unempathisch und anti-populär? Mit anti-populär meinten Sie wohl anti-populistisch? Wie kommen Sie darauf, dass eine liberale pluralistische Demokratie europäischen Modells unempathisch sei? Der Sozialstaat in der EU, vor allem in Westeuropa, ist alles andere als unempathisch. Zu viel staatliche Umarmung erstickt die Freiheit des Individuums.

Unempathisch ist der Slogan, weil er nicht die Interessen der Europäer anspricht, sondern ausschließlich die der Institution EU. Ist die Europäische Union ein Selbstzweck unabhhängig davon, ob sie den Menschen z.B. in Griechenland etwas bringt? Selbst dann noch, wenn sie deren Mitbestimmungsrechte von einer “Troika” aufsaugen lässt?
Anti-populär ist es, jede Willensäußerung der Bevölkerung, die nicht mit den Zielen der Institutionen übereinstimmt, als “populistisch” zu verunglimpfen. Genau das haben wir nach dem Brexit-Votum gesehen. Jahrzehntelange Lobgesänge auf den hohen Wert der Demokratie sind damit praktisch über Nacht dementiert worden.

Trumps Slogan ist zwar kurz, aber hinreichend vage und inklusiv, damit auch das amerikanische Volk Grund hat, sich gemeint zu fühlen.
Das Pendant zu diesem Slogan wäre “Europe first” und dieser Slogan hätte dasselbe Potenzial, würde auch europäische Kritiker der EU und ihrer Politik nicht ausschließen. Solana will dagegen explizit eine Organisationsform an die erste Stelle setzen, die inzwischen auf dem Kontinent höchst umstritten ist.
Das ist ein Schlag ins Wasser, der die ganze unempathische, anti-populäre Misere der EU auf den Punkt bringt.
